Arkansas Department of Education Rules and Regulations for Home Schools (section 22.09 on page 5)
"By way of these regulations, it shall be the policy of the State Board of Education that school districts provide a genuine opportunity [see 34 CFR 76.651(a)] to students who are home-schooled with disablities, as defined in state regulations, to access special education and related servicees from the district where they reside. This policy is not to be construed as conferring the prodedural protections and rights under Part B of the Individuals with Disabilities Education Act (IDEA) to such students and their parents/caregivers."

This includes, but is not limited to, providing support and assistance to members who are educating children at home, disseminating legislative and other information affecting the rights of parents to direct the education and upbringing of their children, participating in sponsorship of conventions and educational seminars for teaching parents, and public relation activities with state and federal officials. Although we are not evangelistic in nature, we endeavor to be salt and light to the home educating community at large."

"Believing that the fear of God is the beginning of wisdom; and that we must first disciple our children before evangelizing the world; Christian Home Educators exists to support and encourage home schoolers. We offer our support to all Christian parents who choose home education in order to raise godly, well trained children. Our support consists of providing student activities, social interaction, and corporate educational opportunities not generally available to most homes. We further exist to inform homeshooling parents as to legal and political issues that affect our families. We provide regular meetings for mothers to discuss home schooling concerns and share insight."
